Role is a behavior that is expected from people according to their position. Importance of ministers' roles isn't concealed to anyone. Ministers -at the top of politics and management- are managers of large organizations called ministries whose smallest decisions can have great effects; Therefore, lack of their role model, not only prevents them from optimal performance and puts them in a lot of ambiguities and conflicts, but also slows the progress of organizations; Therefore, this study addressed ministers and concentrated on designing a role model for them. Then, since review and concluding past studies findings is an important step in drawing up a comprehensive picture of them, the study concentrated on its meta-synthesis; So, in first step, gained 131 references about the subject, through a deep search in literature, which in a three-stage refinement reduced to 50 related references; which after refining, analyzing and summarizing their themes, resulted in 27 concepts and 7 categories as follows: public relations role, policy role, political role, executive role, parliamentary role, party and constituency representational role and international role. The findings were then validated by Delphi method; which finally party and constituency representational role and its concepts were deleted. The validation shows the last role and its concepts are not applicatory in Iran.

Managing the public service motivation of public organizations employees is the biggest challenge facing today's public sector managers because the existentail philosophy of public administration is to serve the citizen in the light of the presence of public servants with a high public service motivation. In this regard, the present study aimed to investigate the effect of organizational cynicism on the public service motivation, explaining the role of the perception of organizational politics and organizational goal ambiguity as moderating variables. In this research, by using a simple random sampling method, 926 employees of public sector under the supervision of 18 ministries of the country were selected as sample. A standard questionnaire was used to collect data. Validity and reliability of each of the variables were confirmed. Data analysis was performed by Spearman correlation test and stepwise regression using SPSS software. The results show that organizational cynicism leads to a reduction in the public service motivation, and the employees’ negative perception of the organizational politics moderates the relationship between organizational cynicism and the public service motivation in a negative manner. Additionally, the combination of organizational goal ambiguity with the perception of organizational politics intensifies this relationship.

Public organizations as the main elements in the policy implementation process, have to collaborate with different institutional actors. According to the multi-dimensional nature of public problems, the collaboration between public organizations is the cornerstone of failure or succession of policy making and implementation. Without inter-organizational coordination, policy implementation will face to many challenges. The study aims to explore the barriers of collaboration among public organizations in Iran. Unfortunately in Iran, there are few studies which conducted about inter-organizational between public organizations, in particular, the barriers of inter-organizational in public sector. This research is carried out in a qualitative method and hope to develop the coordination methods and practical guidance for Iranian public organizations. This leads to inter-organizational coordination as a mechanism to help policy implementation in Iran. Organizational, inter-organizational, legal, administrative, political, social or cultural, environmental barriers are derived from this research.

Movements in line with the evolution of public administration, the new public management movement "Public Value Management" was maturing as a new concept introduced in the public service and subsequently evaluate it. In this study, relying on indicators that the concept of "public value" in the public service seeks to identify and rank the indicators are based on the concept of public value So we prioritized indicators to assess the performance of government agencies introduce human resources For this purpose, criteria and indicators are derived from literature and the panel of experts to assess face and content validity were After ensuring the validity and reliability of the questionnaire based on Likert scale 13 to assess construct validity (factor analysis) and reliability (Cronbach's alpha) The construct validity was confirmed was That three factors to establish the reliability (alpha more than 0.7) of a series of factors were excluded. After 30 years from 1979 revolution, Islamic Repulic of Iran subsidy was engaged in fundamental change of the subsidy policy. This research is aimed to answer why and how the change was happened, using one of theoretical views of public policy process, named, Advocacy Coalition Framework (ACF). The Research design contained pospositivist philosophical orientation, case study strategy, and process tracing as analytical method. Cues and evidence taken from direct and indirect Interviews as well as public documents revealed that there were two major advocacy coalition in the subsidy policy reform: Consumption Advocacy Coalition (CAC) with beliefs such as libertizing and modifying the prices of public goods and energy fundamentally and suddenly and supporing low income people) and Production Advocacy Coalition (PAC) with beliefs such as libertizing the prices incrementally, supporting production sector, and devising non- price solutions. Also, the evidence showed that the subsidy policy changein Iran can be explained by four casual mechanisms within ACF: policy learing, external shocks and perturbations, internal shocks, and negotiated aggrement.

Organizations require different resources to keep up their survival and for optimum usage of these resources; they should become equipped to some abilities and fortify them. In viewpoint of managers, ability is organization's power for expanding capacities and tolerating limitations and inadequacy to achieve determined goals. The aim of this research is counting mechanisms that lead to organizational abilities improvement in public sector of Iran and prioritizing them according to their importance. The research is a mixed research; the means of interview has been used at the qualitative phase and the questionnaire was used at the quantitative phase. These mechanisms were ranked in terms of importance level by presenting a kind of classification of organizational abilities' improvement mechanisms. These mechanisms are as below in the manner of priority: mechanisms of psychological, processing, political and financial at the first rank: Mechanisms of human, culture, social and technological at the second rank and structural mechanisms at the third rank.

Productivity of Public sector has been considered as one of the most important and challenging issue in general affairs administration and public management literature from a long time ago. Managers and policy makers have been looking for solutions to enhance the public sector's productivity. productivity has been also emphasized in our country's policies and strategic plans but until now there has not been any research in the area of identifying strategies and policies to promote the public sector productivity; all efforts are limited to studyor measure the impact of some factors on the public sector's productivity and identifying mechanisms of the promotion of the public sector's productivity has been neglected. The present study aimed to identify mechanisms to enhance the public sector's productivity and study the gap between current and desirable situation of these mechanisms. This study hasbeen conducted using a mixed method and exploratory approach. At the first stage, through interviews with managers, experts and authorities of public sector, it was engaged with mining mechanisms to enhance public sector's productivity and then, results of the interviews were analyzed by Grounded Theory analysis method. The mechanisms of promoting the public sector's productivity were classified in four categories: cultural, technological, economic and political-legal divisions. After that,at the second stage, a questionnaire including 25 mechanisms in 4 categories was designedvia combining the obtained mechanisms from the research literature and the interviews and it was measured in two ranges of the current and desired situation.Results indicated that there is a significant gapin Utilization of the mechanisms of public sectors' productivitybetween current and desired status in 23 organizations out of Tehran public service organizations.
